With the observations of the Human Rights Committee in the case of Shingara Mann Singh v France of 19 July 2013, history appears to repeat itself. Does the divide between the case law of the Committee and the European Court of Human Rights concerning restrictions of wearings religious signs continue to widen? Putting these lines of case law into context allows us to confront the reality of a fragmented human rights law that exists at multiple levels.
